MC-1383Axes are the appropriate tool to break vines
All the axes seem to fast to brake vines. And Iron, gold and diamond axes instabreaks vines. Stone axes cut trough vines quicker than shears and i think if any should be able to instabreak vines shears should.

This is intentional, as vines are a plant and can be chopped down, you just only get the item when you use shears.
