I was in my world and it had the world border close to me, and the world border was see through blocks and it's really annoying.

I have the same issue (in 19w41a), and have attached a screenshot i took
I have found another strange rendering behavior with the new honey block as well as the slime block.
I tried testing with other transparent blocks (such as glass), and found even stranger behavior with how it interacts with the transparent and non-transparent parts of the texture

Can confirm.
The issue here is that the world border is rendered in front of all (solid) blocks, making it appear very weird. You can't really judge how far away it is.
The issue with transparent blocks always being rendered in front of the world border is
MC-162340.Confirmed in 19w42a.
Still an issue in 19w44a
