The bug
Wandering traders can sell buckets of tropical fish in any color, excluding black. It seems to be a bit weird that they added black-colored fish, but didn't add a way to get them excluding commands. This makes these variants of tropical fish unobtainable. I hope it'll be fixed.
Important info
Not a dupe of MC-169763 - this ticket is NOT about them not spawning naturally.
Fix
It should be a completely random fish inside the bucket. (Equal chances) Fix would also be helpful to survival players that are building aquaria.

See also https://minecraft.gamepedia.com/Tropical_Fish#Varieties – black is not in the pool of available colors that fish can have. Might be intentional.
Translations also exist, so it seems likely that these exist for a bigger reason.

Hi! We decided to not use the black color for tropical fish since in many cases that makes they eyes "disappear".
What's the matter if their eyes are not visible?
Also, if you look closely, their eyes are visible
Can these please be added? If your so worried about they eyes just color them gray. And so what if we can’t see the eyes? That’s realistic, many fish have their eyes blend in to their body color.
Matthew Tanner Lawley, I 100% agree. These would be a great addition, mainly to these who are building aquaria. If they don't want them spawn naturally, I would like to just get an other way how to get them in survival. (Like loot chests, villagers and wandering traders)
If they are unused, they should either be removed or they should be at some way obtainable without commands.
So, please reconsider this as a bug and get this fixed at some point (Doesn't have to be at 1.16)
