When an Enderman picks up a block it is not detected by the Sculk Sensor. Very likely also applies to Endermen placing blocks, but it is hard to test. They walk constantly, setting off the Sensor.

Sculk sensors do not detect bone meal being used on grass, glow lichen, etc. This is a vibration because as violine1101 said "A block being created in the world otherwise causes a vibration. I'd consider this valid. (see also MC-207300 or MC-207277 for example)." This has the same justification as MC-209998, and also relates to it.
