Fortune tools do not consume durability when harvesting crops (such as carrots, potatoes, wheat, and beetroot) and nether wart despite the Fortune enchantment working on these. This makes it very overpowered to use Fortune tools on crops with no downside whatsoever.
This is also the case for small corals and Silk Touch tools.
This could also be intended to be consistent with the fact that blocks that are instaminable without a tool do not consume durability; however, the vast majority of these blocks are not affected by Fortune or Silk Touch.

Also when you mine corals with silk touch.
Probably intended, since crops are insta mined and tools don't consume durability when mining a block that you can insta mine normally. (With the exception of shears breaking grass etc.) The only enchantments that have impact on reducing the durability are thorns and soul speed.

MC-8180, this probably should be at least considered as a bug.MC-8180was fixed by removing silk touch from shears and making shears take damage from EVERY block (which caused MC-174829) but I agree that this should be fixed.Can confirm in 1.17.1.
