Player trapped/can't get out of flowing water
When I stand on a solid block that has a water source block on top of it (=feet level) and a sign on top of the water source block (=eyes' level), I cannot always climb up on top of a block that has (or not) another water source block on top of it. It is difficult to describe it in one sentence so I uploaded a video on Youtube: http://youtu.be/NI98uWkYm1o and I uploaded here the two test worlds. Better description below.
I notice that it occurs differently in each of the four quadrants of the world but it is identical at different spots in the same quadrant.
Case 1, the player tries to escape from water to air/air (feet / eyes level):
If the player is in the first quadrant of the map (x>0 and z>0) direction doesn't matter, he can exit to all 4 cardinal directions.
If the player is in the second quadrant of the map (x>0 and z<0) it is impossible to exit to the south side.
If the player is in the third quadrant of the map (x<0 and z<0) it is impossible to exit to the south and east side.
If the player is in the forth quadrant of the map (x<0 and z>0) it is impossible to exit to the east side.
Case 2, the player tries to exit from water / air to water source block / air (feet / eyes level):
If the player is in the first quadrant of the map (x>0 and z>0) it is impossible to exit to the south and east side.
If the player is in the second quadrant of the map (x>0 and z<0) it is impossible to exit to the south north and east side.
If the player is in the third quadrant of the map (x<0 and z<0) it is impossible to exit to all four sides.
If the player is in the forth quadrant of the map (x<0 and z>0) it is impossible to exit to the south west and east side.
(There is a symmetry of behavior between the second and the forth quadrant.)
So this bug renders mob spawner farms impossible to work most of the time.

I spent too much time on this bug (MC-2324) to find under which circumstances it occurs. MC-2324 and this bug appear to be the same. I figured out that it is related to the quadrant of the map the player is in. The info below are valid only for this bug (exiting from a pool to air/air):
If the player is in the first quadrant of the map (x>0 and z>0) direction doesn't matter, he can exit to all 4 cardinal directions.
If the player is in the second quadrant of the map (x>0 and z<0) it is impossible to exit to the south side.
If the player is in the third quadrant of the map (x<0 and z<0) it is impossible to exit to the south and east side.
If the player is in the forth quadrant of the map (x<0 and z>0) it is impossible to exit to the east side.

When player (or mob) is in a block of water (source or flowing) and that block is touching the end of an 8-block flow of water and under certain conditions depending on the direction of the flow and world quadrant
, it may be that individual can not exit the water from that block (except by flying in creative mode) or it may be that one can't exit toward the incoming stream but can in other directions. In still other cases, it is possible to exit as expected. The pictures and world download makes it clearer.
In the pictures the orange plus is centered on 0,0 (See Pic 1). In each of the four test areas, a central source block of water flows in four directions for eight blocks and stops at the edge of a 1x1 hole with a source block of water in it. The demo would also work if instead of a hole, there was a perpendicular flow of water (as shown in Pic 8). In some cases the hole is surrounded by red blocks meaning there is no way to jump out in survival mode (Pic 3). In two cases, no escape is possible even from an adjacent block if the hole is enlarged to 1x2 in the particular direction shown (Pic 5). A zombie has discovered the problem in Pic 6. In other positions escape is possible in any direction as expected (Pic 2). In some orientations, one can not jump into the end of the feeding stream, but can turn around and jump out (Pic 4).
A common Minecraft setup (Pic 7, 8) involves an area of flowing water that stops at the edge of a collection stream. Items dropped in the large area flow over the edge and continue to a collection point. Sometimes depending on the orientation of the flow and the signs of the x and z coordinates, one can not jump up one block from the collection stream to the edge of the flowing water.
This problem might even be useful as a trap (Pic 6) if it was not dependent on one's location in the world.

This issue is clearly related to MC-2324 and I was inspired to check the effect of the world quadrant and flow direction, and even to use colored wool to illustrate the problem, but my setup is very different: it works when exiting deep water or flowing water and and I'm not entering a source block of water blocked by a sign and in general it seems like a more practical or common setup. Please don't dismiss it as a duplicate; let both related issues remain open until the problem(s) is/are fixed and both set-ups are tested. The fix for one may not fix the other.

As I noted in my description, I knew that my report is related to MC-2324. I made a sincere and diligent effort to search for and understand related issues and I concluded that the differences are significant and I think both reports should remain open. Baring that, do you recommend that I add all my notes and pictures to MC-2324 so they can help solve the problem? I don't want my work to be lost in the garbage-can of duplicate issues.

I'm not playing minecraft anymore so I don't keep track of the bugs I submitted but I checked this one and it is still affecting the game (1.7.10 and 14w31a).
Is this still a concern in the current Minecraft version 1.8.1 Prerelease 3 / Launcher version 1.5.3 or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
I didn't do 100% of the test cases, but quite a few of them are unchanged in 1.8.1-pre3

Is this still an issue in the current Minecraft Snapshot 15w49b or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
Just tested, it's all fixed, as of some 1.8 version.
NOT all fixed in 1.8.9.
All of the case 1 things are fixed in 1.8 (yay! those are the more annoying ones - the ones involving getting out of water). However, the case 2 ones are still present, albeit with a different configuration.
In any case involving trying to go from one water source block to another while facing east (+x) or south (+z), regardless of quadrant, the jump will fail.
To reproduce, build this thing:
Note the direction I'm facing - south.
Then, get into the lower water, and try to swim to the upper water. It does not work. (This happens even if glowstone isn't used, BTW. I only did that to avoid ice).
I recommend changing the fix version for this ticket to 1.8. I can then create a ticket for the different version of this bug in 1.8.9.
We can't put older versions as fix version, sorry. Please do create a new ticket for your newly discovered/rediscovered flaws in 1.8.9 and make sure they also affect 16w02a.
Just tested it - the behavior I described is fixed in 16w02a (so I'm not going to bother creating another ticket since it's already fixed).
I am encountering this problem in the latest 1.13 pre-release (6).
cant hop up onto a block if in water of level 3 or lower.
This bug specifically was a directional one for negative coordinates. I think the issue you're having is
