According to TheMasterCaver in this minecraftforum discussion (cited in MC-234798), one of the causes of this issue is the chunk populator centering features within a 16x16 block area but since the groups are 15x15 blocks they can extend 7 blocks outside of this area. I know next to nothing about the code, so it would be great to know how plausible this explanation is.
