MC-243124Overriding the base dimension type "the_end" will prevent the dragon and portal from spawning
I was trying to make a pack to increase the height limit of the end, upon doing so I noticed that the end was not generating the portal nor spawning the dragon. I went through a lot of trial and error, until I tested literally making a pack that only replaced "the_end" dimension type with it being completely unedited and like how it is in the vanilla worldgen pack, and it still didn't spawn, leading me to believe it is some sort of bug.

I'm having this exact issue, I used 'MCA Selector' to delete all my end chunks because one of my end gateways kept spawning me in the void.
this could be the game's way of preventing us from getting two eggs?

Having similar problem, used MCA Selector to reset end, now no dragon no end portal...
Not at all related; dragon fight datais not stored in the dimension's files, but level.dat; additionally, because you used external programs to alter your save, your issue is not accepted here.
This issue is an issues caused by data pack modifying, and is actually aproblem with the game, unlike your issue.
Confirmed in 1.21.3
