Blazes don't hover up and down constantly, just stay in one place
When blazes attack and fly above the player (when the player is in survival mode), instead of hovering up and down continuously, they hover in place without moving at all, as if a player was standing still in creative mode midair. The blaze hovers up and down, but when it is hovering in one place, it doesn't bob up and down like it does in 1.7.10. It changes height every now and then and looks awkward.

Could not confirm (see screenshot).
You were in creative mode. Go into survival mode and let it attack you, move away from a it a little bit, and watch it hover in the air completely still.

I mean that when the blaze flies up in the air, it stays completely still, and does not hover up and down like vibrating. Can you really not see it?
Confirmed in 1.8.1-pre4, it changes it's height suddenly every now and then and looks awkward.

Seems to be fixed as of 1.13.1. Spectating the point of view of an aggressive blaze with the debug screen enabled reveals that a floating blaze's y-coordinate ever so slightly bobs up and down by ~0.2.
