Although the easiest way to get this into vanilla is MCEdit (or something of the sort), it is possible to do it using only Minecraft, in conjunction with MC-6387.
The bug is that, in the past, the player would try to stand at the bottom of the layer of floating snow, and then immediately fall through because there was no block there. Because of the changes to carpets in 13w24a (including the fact that you can walk on floating ones), floating snow acts as a solid block.

Try to reproduce with a more recent version like 1.4.7 or snapshot 13w01b.
And please force a crash by pressing F3 + C for 10 seconds while ingame and attach the crash report here.
The wiki page for snow has a lot of pictures of floating snow, so confirming as community consensus.
This seems to be duplicate of
MC-610. Note the lake... it has quite likely carved most of the dirt blocks, but left the piece of snow just above untouched, just like the grass and flowers inMC-610(and trees in other issues, etc.)still in 1.7.10
