Powered hoppers won't accept items
What I expected:
That the item would go in the hopper even when powered, but would not leak out of the hopper until unpowered.
What happened:
The item would not go in the hopper since it was powered, rendering sorting with hoppers near impossible.

To my knowledge detector rails have always worked this way with hoppers, so in order to make a minecart-based filter you would need to offset the detector rail from the hopper in some way. Do you have any video of a setup working as you describe from before the update?
See also MC-9218, which was resolved as duplicate of MC-7178.
This is the intended behaviour.

I think it makes more sense for the hopper to be able to collect items when powered, but not deposit them.
Feature requests should be posted on the MC forums here.
Thanks
