/clear doesn't clear slots other than main inventory
When using the /clear command in creative mode it doesn't clear the secondary hand.

Summary:
Using the /clear command does not empty the offhand slot
Steps to Reproduce:
1. Place items in your inventory and Offhand slot
2. Use the command /clear
3. Open inventory and observe the offhand slot
Expected Results:
All inventory items should be cleared/removed
