Can confirm for 15w33c.
It may be caused because of shields cannot be enchanted on enchantment table. I guess
I don't think so, because you can enchant any item using {ench:[
{id,lvl}]} tag and it looks enchanted.
I enchanted a shield with Unbreaking 3 in a anvil, it isn't showing the glow.

This bug could lead to a serious problem in PVP, if the player can't determine who's shield is Enchanted or Not.
Still confirmed in 16w06a. I feel like this bug needs to be fixed, as not knowing who's shield is Enchanted could make PVP much more difficult and unfair
