This issue incomplete fixed in 16w21a.
It still doesn't properly attack on the boat. Though the shulker opens properly, it's bullets hit the boat; if there are 2 shulkers, the first shulker (in the front of the boat) can hit the second one, but not vice versa.
Can be reproduced in 1.13.1-pre1.
Blaze is fixed at 19w45b.
Can confirm in 20w48a.
I am able to reproduce this issue in 20w51a, however I am unable to reproduce it in 21w03a, therefore, it has been fixed in 21w03a.
