This is similar to MCPE-12954, but applies to Grass Paths, and not pure Grass blocks. The bug is that when placing fences or fence gates (or Hoppers) on Grass Paths the block turns into Dirt (and after a while into a plain Grass block again).
(In MCPE-12954 you are also able to place beds on Grass, but now you're not able to place beds on Grass Paths at all, but I guess that could be considered to be "as intended", so I'm just mentioning it here as a side note.)
I've attached two images, one with some fences on Grass with the Grass Path next to them, and one after placing the fences and Hopper.
Confirmed in 0.14.0 alpha. Glass and redstone dust prevent growth of grass too. It is possible that all of transparent blocks have the same problem.
Fixed in 0.15.0 (Tested in Windows 10.) None of these blocks cause grass to turn into dirt. However, they still prevent it from growing there if the block was already dirt. See
MCPE-7848, which covers grass not growing under blocks. Please respond and add the current version if you can reproduce this issue.
Confirmed on Samsung Galaxy Note 5. Android 6.0.1 Version: 0.15.4
Cannot reproduce in 0.16.0 beta build 4 AKA 0.15.90.7.
Assuming this has been fixed in either this release or a previous release. Will reopen if anyone else can reproduce the issue.
