Grass will not grow under a fence or cobblestone wall.
Steps to reproduce:
1) Make a dirt rectangle surrounded by grass blocks
2) Places fences or cobblestone walls around the rectangle
3) Wait to see if the grass will grow under the fence or cobblestone wall square dirt area.
This makes fenced sheep farms extremely difficult. Affects versions at least since 0.9.x.

Fixed in 0.15.0 (Tested in Windows 10.) None of these blocks cause grass to turn into dirt. However, they still prevent it from growing there if the block was already dirt. See MCPE-7848, which covers grass not growing under blocks.
Reproduced in creative and survival on Galaxy S4, Android 4.4.2 by enclosing a dirt area with fence on dirt with grass blocks surrounding the outside of the fencing. To be clearer, if there is a grass block under any part of the fencing, grass blocks will grow into the fenced in dirt area.
Just to add, grass also does not grow under upside down stairs or stone walls

Any accounts affecting the 0.11.0 Beta are likely a result of
MCPE-8328.I'm surprised to see this listed as RESOLVED and pointing to a general problem with grass growing on 0.11.x. This (grass not spreading under fences) issue has existed since 0.9.x....
Plethora, if grass cannot spread at all in the recent builds, then there is no way to test if this is still an issue.
Pat, if grass spreading is fixed and this issue is not fixed, I will open a new ticket, right?

I tested this with
-4 regular dirt blocks.
-4 dirt blocks with fence on top.
The result
-grass grew over dirt blocks.

Confirmed on Samsung Galaxy S6 (SM-G920W8), Android 5.1.1, MCPE 0.14.2. Also affects torches placed on top of dirt.
Doesn't affect torches, waited for the grass to grow under them and it did. However, this still affects fences and cobblestone walls.
Confirmed for 0.15.0 on Windows 10 Edition.

Hands down one of my most hated bugs in the game. Happens for me aswell still. 0.15.0 iPad Pro 12.9"
This bug was submitted for a test and will be fixed in future updates.
