Creative inventory shows up as empty
I made a new world in gamemode 0 to test and when I go to settings, put cheats on and put my gamemode to creative, the tools, blocks and other things in the inventory disappear! Only the survival inventory isn't bugged or GLITCHED at all!
For a reason I can't send pictures in this issue File/folder! :3

Similar issue as in MCPE-22309. It happens after joining to third party server which send incorrect recipes list (in this case incorrect item data for Cobblestone), it even can make it empty for all local worlds. Actual for android 1.1.3

Johnathan, this is not a duplicate. In MCPE-22309, ALL items are missing. In this bug, only some items go missing and it is random as to which end up gone.
@Michael Brocagila I said this is possibly a duplicate of MCPE-22309, as they sound similar (e.g. "Restart the game resets the Creative Inventory" applies to both issues), if you were on a 3rd Party server before going into one of your own Creative worlds then this is a duplicate of MCPE-22309

Please ensure that no resource packs are applied and report back if the creative inventory is still not appearing.
I've noticed this bug as well in Windows 10 Edition. It happens whenever I get off of the Lifeboat server and into one of my own worlds in creative. Lifeboat doesn't allow the creative inventory, and when you are in creative (spectator mode), it shows nothing in the inventory. But this seems to carry over to your own worlds as well. I have no resource or behavior packs turned on.
I can reproduce this on iPad.
Happens with fresh world, both flat and infinite, and whether or not the world is creative, or I changed using /gamemode.
How do you fix it?

Steps to reproduce:
Join a server that doesn't support a creative inventory such as LBSG
Leave LBSG
Open your own creative world
Now your creative inventory is gone.

how do you resolve the problem then?
I have found the following behavior around this issue. Below steps restore the inventory but it takes commands on the server for each player every time they join.
Confirmed to affect 1.2.0.18 on Windows 10.
Can confirm, it's a major issue and can be fixed by restarting the app/game. I hope gets fixed.
