I'm pretty sure they're working on that, considering that smooth lighting is on the 'Experimental' section of graphics.
Confirmed in ipod Touch 5g, please update the affected versions
In actual PC game there's no smooth lighting on water.
So, this is work as intended
Cleaning up old issues, please reply if affecting 0.9.3
