You can not join a world from a device that you have hotspot to because you are "not connected to WIFI". Used to work in MCPE 0.7.0 ~ 0.12.0 (before UI change)
TO REPRODUCE
1. Host a hotspot connection (on phone)
2. Connect with another device (running compatible version)
3. Open a world to LAN on the other device
4. The phone will see the world but will not let you join, see attached.
It is possible to join the other way though because "there is WIFI connection" This is NOT exactly the same as MCPE-60162

Using internet cables might be categorize as Data Cellular. Try to change your multiplayer option from Wifi to Data Cell at the settings
@davi indeed that appears to have solved it. Perhaps the error message should change if it detects the presence of the internet but not on wifi?
Cannot reproduce on Windows 10, presumably because most Windows 10 PCs (like mine) have a built-in Ethernet port.
@Johnathan, I assume it would only happen on Android-based devices where there is the possibility the network connection cost the user's data plan.
Confirmed for ASUS ROG Phone 2018 with Minecraft 1.14.30.51 and a USB-C to Ethernet adapter

I have been experimenting with cellular data on in the game settings and I found something a little unusual. If my phone data is off, the issue occurs, if it is on, then it doesn't. I have no idea how this is possible, but it may have something to do with my phone (ASUS ROG Phone 2018)
That may be just the phone's OS.
Maybe the phone is designed to only allow authentication over cellular since that's more secure than other forms of connection?Except that wouldn't explain why you can still use the marketplace. Probably it's a just a bug that Minecraft classifies everything not-wifi as "cellular data" for multiplayer connections, but not for marketplace.Thank you for your report!
