No, we've all discussed this and agree. Only the bug tracker moved to this Jira. Feature requests, improvements, etc, have not moved from the wiki/forums.
Feature requests/annoyance reports can seriously hamper the ability to focus the attention of the devs in a coherent place, and thus this Jira instance will be used for reporting bugs only, and not feature requests or annoyances.
In the future this may change.
You may want to ask the Wiki administrators to allow a section on reporting feature requests or annoyances again, but you are right, this is not the place for that suggestion either as it is targeting a separate group of people.

Please provide reproduction steps and as much information as possible. I am unable to reproduce this issue at this time.
Screenshots, server.log, server.properties are all very useful to have in times like these. Also, if you can reproduce it regularly, provide a link (mediafire/dropbox) to a download of the affected world with co-ordinates where this can be reproduced.

Running over a single block gap works as intended. See Teijo's comment for more information as to why it may randomly seem to not work.
Christoffer - Not necessarily. Many bugs can be related to a different bug fix which had the pleasant side affect of fixing this bug as well and this ticket not closed off. Please keep track of the tickets you submit and update them accordingly for the new MC versions released. It helps immensely when Mojang is looking for relevant bugs to fix. As well, there are many Jira filters used that help track down which bugs go against which versions, so keeping the bug reports up to date is a huge help.

Steve, I will update this issue to reflect the affected version field. Please keep track of this bug and update accordingly for new releases/pre-releases as they come out.
This helps us and Mojang know which bugs affect each version, and how many versions in which this has been an issue. If it remains a bug for 10 versions, there should be 10 versions listed in the "Affects Version/s" segment of this ticket. Comment if more information is needed, but a simple update of that field will suffice.

Also, it may help to not close the game with the 'X' as this does not allow the worlds to be saved before closing MC.
This seems to be caused by server lists trying to inject color codes, poorly, into their MOTD. Can you get the MOTD line from that server? Can you reproduce on any other server?
Suspect server implemented coloured MOTD's incorrectly. I cannot reproduce this bug.
Sorry Mike, we disagree. You may find certain features undesirable, but others may like those very same features. However, those features are not bugs and will be treated as such - feature requests, which do not belong on this Jira.

Bukkit uses jline to get around this problem, however, that feature is not present in vanilla Minecraft.
This sounds more like a feature request for a better console output, not a bug report, per se.
