Turtles seem to be able to get on an empty boat and be unable to move unless beaten by the player. They even move with the boat if the player uses it.
The first time it happened, I hit the turtle with a sword and it scaped, but the second time I tried to hit it with my hand but only the boat received the hit. Destroying the boat frees the turtle.

This bug is about 2 turtles which does not look right at all. Just look at the images.

Invalid/WAI. If you hold f3 and hit b, it will show mob hitboxes. The turtle 1.) has a small enough hitbox for it to enter a boat, and 2.) has its hitbox within the hitbox of the boat, meaning that swinging at the turtle will hit the boat instead.
I disagree with that, ocean/water/swimming mobs shouldn't enter a boat, see

So you can have 2 turtles in the same boat and it looks weird as hell. Is that intended?

How are you guys even able to get into the boat without killing the turtle???
