Destroyed shulker boxes are lost in creative mode
The bug
In previous versions, breaking a shulker box in creative mode would drop it as an item. This is no longer the case, leading to item loss.

- In creative mode, put some items in a shulker box

In 1.13.2 and previous versions, only shulker boxes containing items would drop when broken by hand in Creative mode; empty shulker boxes wouldn't drop anything. Since 1.14-pre2, breaking empty shulker boxes in Creative cause them to drop as well. This is likely caused by the fix of MC-137581.
