I believe that the core issue here is MC-152728. The reason why sprinting particles are produced is that you remain sprinting despite being slowed down by certain actions (MC-152728), in this case, crawling. If you were to be still and in the crawling state, you would not be able to begin "crawl sprinting" and performing this action is only achievable if you were to enter the crawling state whilst already sprinting, therefore leading me to believe that this is another case of MC-152728.
