MC-206588Blocks dripstone can be attached to are inconsistent
Current situation:
It's not possible to place dripstone on certain blocks, which makes sense (chests, hopper, colweb).
But we are also not able to place it on leaves, dirt path and powder snow
while it is possible to place it on glass block, glowstone, fence, fence gates, ice, snow
Solution
it should not be possible to place dripstone on fences and gates
As for leaves, dirt path and powder snow, glass block, glowstone, ice, snow.. I think it's debatable if they should be able to place dripstone on them, just have to be consistent in the logic.

If you have any additional information to provide regarding this issue, feel free to comment on the parent ticket. If you feel that this issue is affecting you, feel free to vote for the duplicated ticket, to give Mojang a basic idea of how many people are impacted by the problem. Just to further inform you, this will not determine how quickly the bug gets handled or fixed.
Those blocks cannot support other blocks that require support being placed on them. This is how every other blocks like this that require support behave
IMO the only unexpected thing here are fences and fence gates due to the size of the dripstone hitbox – everything else follows the usual patterns, like with torches for instance.
I'd just like to add that dripstone can also be placed on top of end portal frames with eyes inside of them.
The main issue here no longer seems to be present in 20w51a - I cannot place dripstone on fences.
