MC-224862Azalea and Flowering Azaleas can take bone meal despite being on clay
The Bug
Since MC-223992 was marked as WAI this means Azaleas and Flowering Azaleas are supposed to be placed on clay. Though because of this they can never grow into an Azalea tree no matter how much bone meal is given.
Reproduce
- Place an Azalea or Flowering Azalea on some clay
- Apply a lot of bone meal
Notice it doesn't grow

Related to MC-224862.
When you place down azalea and flowering azalea on clay, and bone meal it, it would consume the bone meal. It shouldn't consume the bonemeal since you cannot grow the azalea on clay.
