MC-238838Lush Cave features do not get placed under rails in mineshafts

How to reproduce:
1. Create a single biome lush cave world
2. Locate a mineshaft
3. Notice how there is no moss or clay under the rails
This does not affect dripstone caves

How to reproduce:
Create a world with seed: ddnqavbk
Go to: /execute in minecraft:overworld run tp @s -4243.30 -25.00 -4047.20 -2260.92 37.35
Notice how there is no moss or clay under the railsThis may also happen to dripstone in dripstone caves but I haven't tested yet

Might be a duplicate of MC-218676.
Can confirm
This behavior is present in 1.17.1 as well and isn't exclusive to the 1.18 snapshots. You can create a single biome lush caves world to reproduce this in 1.17.1. MC-238838 - 1.17.1.png
Can confirm in 1.19.3.
