Nether, End and Underwater fog disappears with the darkness effect
The fog that is generated in the nether and in the end during the fight with the ender dragon and the underwater fog is not displayed correctly when the player has the darkness effect with duration between 1 and 6 seconds. Any duration over 6 seconds will charge the darkness cloud, so the fog cannot be seen. When the effect is over, the fog in these areas will be displayed correctly again.
Steps to reproduce:
- Create a world with cheats activated
- Go to the nether
- Run the following command:
/effect give @p minecraft:darkness 6

Nether and End fog may be displayed correctly when you have the darkness effect with duration between 1 and 6 seconds

Nether and End fog are eliminated when you have the darkness effect with the indicated duration

Affects 22w24a. Affects underwater and under-lava fog as well, although in the latter case the gateway only renders as a thin line since the falling lava faces obscure the gateway's faces but not its edges (which may be a bug of its own, although it probably wouldn't impact anything if this issue were fixed).
I think it would make sense to resolve MC-230445 into here since all fog types are work the same way. (This is also why I want MC-249648 resolved into MC-248194.)
