The Bug
Boggeds can spawn in caves under Mangrove Swamps and Swamps. This is inconsistent with Husks and Strays were they cannot spawn in caves.
Reproduce
- Go to a Swamp or Mangrove Swamp
- Do the command /effect give @e[type=minecraft:bogged] minecraft:glowing infinite
Observed Result
Boggeds spawned in the caves
Expected Result
Boggds wouldn't spawn in caves

Can confirm.
Though, one thing to note is that the changelog says that they simply spawn in swamp biomes, and doesn't clarify any min/max height for it. In the screenshots, the caves you're in are still swamp biomes.

I wish "underground" or "surface" was in the description somewhere, I searched for those terms and could not find it, and specifying "caves" isn't really helpful as their spawning isn't exclusive to caves, it's any underground area in the swamp biomes.
I guess now that my duplicate uses those terms and links here, it's fine now
