In the recent update (1.21.2) shulker heads no longer appear invisible when under the invisibility effect. This is against what the Works As Intended MC-93884 states.
Steps to Reproduce:
- Run the command
/summon shulker ~ ~ ~ {active_effects:[{duration:-1,amplifier:0b,id:"minecraft:invisibility"}],NoAI:1b}

This should really be fixed. It doesn't make sense to let the shulker be visible if it has an invisibility effect.

Why is this bug report marked as "Works As Intended". Its clearly an issue. As Steve Bob says above, it doesn't make sense. Let me remind you what the definition of the word invisible is.
Invisible - inability to be seen.
So if you can see an invisible entity, then it must be a bug. Simple as that.
When you say "the head is intended" you mean its annoying to implement so we aren't gonna bother. Typical Mojang.
Maybe the splash potion only reaches the outer shell.
