Duplicates MCPE-181194, MCPE-161564 and MCPE-183307, and seemingly duplicates MCPE-183111, MCPE-152216 and various more, and attempted to report "bugs" they could not reproduce (as there were no steps to reproduce on one issue they found), mostly in fit of rage.
I too have the same issue (especially cosmetics where FOMO was exploited badly, upvote it so they could stop exploiting FOMO) but most things can be worked around for me.
We do not have enough information to find the cause of this issue.

I have edited the situation, and added a sped up recording, it is seen when just normally opening the character creator menu, please check
MCPE-183129for any other details I have missedi had this same problem.
To add to this. It seems every item is showing again if it was ever made available via the Character Creator "shop". Even the accidentally delisted Moa Hat (MCPE-182076) is showing
Can't actually buy anything however if its counted as Delisted however. Free or otherwise.
Can confirm on IOS (made a duplicate ticket), some hairs and all the starting characters clothing (Steve’s beard/mouth, Alex’s boots, Efe’s earring, etc.) are missing as well.
Glad to see I wasn’t going crazy. All of the default character items are missing like “Noor’s jacket” I also noticed the hair style I use on my character the Viking braid looking thing. I also noticed and really cool copper helmet that I got a long time ago that then disappeared but is now back but instead of being in head gear is listed in outerwear
Hi, I'm not the original poster, but I'm replying to Jarl since I've noticed the same issue. The original poster already added a video, but since you requested it again I got one too.

Steps to Reproduce:
1. Open the character creator and open up any category (Tops, Bottoms, Outerwears, Headwears, ect...)
2. Select almost any item, free or paid
3. Hit "get" on any free accessory or try to purchase any paid ones
Observed Results:
Sometimes, getting a free item or paid item in the character creator works on specific items, but most of the time a dialog box pops up and informs the player that "Something went wrong" and says, "Sorry, we were unable to complete your purchase. Maybe check your internet connection?"
When I first got the error, I thought maybe it really was the internet, but even after connecting to a stable and reliable connection, it still gave the same error message. As I already said, for some really weird reason it works sometimes on specific items, but doesn't work on everything else no matter how many times it's tried.
Expected Results:
A player tries to buy or "get" an item for free, no error pops up, and it gets added to the owned items.
Oops, I was reading the comments wrong and thought the bottom was newest first, my bad! I hope that my contribution was helpful regardless.
I can reproduce this issue as in the duplicate bug, for me, Character Creator items that were added back in this version and mostly created / uploaded before this month by Marketplace Partners (and some being Minecraft) were affected by this bug, it seemed to be a result of FOMO (Fear of Missing Out) exploitation in this broken Dressing Room not done properly.
However for the reproduction I tried claiming Rabbit Sweater from Shirts tab this month (because I did not claim that by the time it was available for the first time), which was free and was created by Minecraft themselves, and failed with the error as shown from Observed results by A Random Guy, despite mine also having good internet connection.

Update: As the issue was reopened, I Hope the new fix was to make almost every item that cannot be purchased be made available to be purchased again forever, so new players can easily buy those Character Creator items that older players already have.
Now none of the items I couldn’t download are showing up. Have these all been removed? That would be a sad way to fix this bug.
The issue seems to be resolved with all "delisted" items now hidden again and all similar issues tied to this have been fixed.
Is unfortunately the actual accidental delisted Moa Hat (MCPE-182076) wasnt fixed also. But alas thats the major issue dealt with for now.
So is the "fix" to delist all the ones that weren't working? Unfortunate way to fix this.
