Character creator is broken again
The character creator is broken again. Here's a list of all the weird behaviors I could find:
- Using the sidebar sends you to a version of the screen that fills the screen with the catalog and doesn't display the character model on the right
- A lot of items are missing across all categories, most noticeably capes and emotes.
- Button to see all skins doesn't work for custom packs.
- Classic skin is changed to persona when entering capes and emotes tabs.
- Persona isn't changed to classic skin when entering the classic skins tab.
- Character has a pop-in animation when entering any of the tabs or categories despite "Screen Animations" setting being turned off.
- Unlocked achievement parts are usable, but still display a locked icon.
- Duplicate "My Characters" screen when navigating to it through the sidebar instead of the back button.
- Persona no longer spins with a "Your character has been saved" message when exiting to the dressing room. Classic skins still behave normally.
- Button to see all skins is "shifted down" for marketplace skin packs. It's kinda hard to explain, but the amount of custom skin packs defines how off it is. See the tables below for a visual indicator.

Might relate to MCPE-180918 for my interest, can reproduce on 1.20.1, for me, I claimed MINECON 2016 Skin Pack on iOS but did not do the same on Windows.
However for 1.21.1, I could not reproduce steps to reproduce on a device that has one (iOS for mine) because it was blocked by another bug MCPE-181194, for that, I had to workaround that by equipping that skin (MINECON 2016) from Marketplace (on the same device).
According to recent part of MCPE-180918, if the pack (content) was labelled with "Owned (P)", it would mean that the pack (content) was under platform-restricted license and would not work with platforms other than one platform it has (even Windows is affected). I have checked mine and the skin pack was labelled with "Owned (P)", instead of "Owned", "Owned" would mean the content was on a cross-platform license.

Confirmed, I can now reproduce the bug after MCPE-181194 and various other Character Creator bugs were fixed.
Now that MCPE-181194 is back, I am no longer able to reproduce the issue.
Edit: I am still able to reproduce this on my Android device.
Off-topic but if based off my duplicating bug, there is for now a workaround to the skins by relying on bug MCPE-181194.
To workaround this, you'll need to have a skin from Super Mario Mash-up Pack equipped on one of profiles in Dressing Room before having the game updated to latest version, then with the game's updated, join in or enter the world without equipping the skin, as otherwise it still will cause pop-up or have multiplayer forcefully disabled, after that, switch to the skin you want to use.

Update: as MCPE-181194 was fixed via the backend change, this workaround is defeated.

If this issue does not completely duplicate MCPE-183307, I can confirm this can be reproduced for my Nintendo Switch.
Steps to reproduce:
- With Minecraft open, open Dressing Room
- If there is a character / skin on the slot, click Classic Skins (hanger) icon from the sidebar, if not, create a character as a classic skin
- Observe the first skin pack
Expected result: There should be the Super Mario Mash-up Pack
Observed result: There is no Super Mario Mash-up Pack.
Workaround: When you open Minecraft, enter the Dressing Room as soon as the menu pops up, this will take you to the last good UI but the edit button is grayed out, however after some waiting on the Dressing Room, you can equip skins from the Super Mario Mash-up Pack again, exiting and re-entering the Dressing Room will take you back to the broken UI (MCPE-181194).

Steps to reproduce (attempting to import custom skin):
- With Minecraft open, open a world with multiplayer enabled or join any multiplayer world / server
- Open the pause menu
- Go to Dressing Room
- Click on the skin above "Owned Skin", usually it's an example skin if you are on PC (Windows) or mobile (Android and iOS).
Observed result:
If you experience MCPE-181194, you cannot import custom skins to the game while on a multiplayer-enabled world / multiplayer server with a message. There's no information regarding why it was set-up that way.
Expected result:
You can then import the skin even on multiplayer (while on last good Dressing Room UI)
Workaround:
Follow the instruction from the game. Save and quit, Return to the main menu, then go to Dressing Room and you can import it again.
Original description:
Up until a few days ago, I was able to change my custom skins in “The Hive” server. Something happened and now it won’t allow me to change my custom skins in a public server due to it saying, “Your device cannot select a custom skin while in a multiplayer game. Please return to the main menu to equip one.” even though I was able to change my skin in the server on the same device the day prior to the bug. It also has a “Restore” button clipping through the store in the available skin packs in the customize skins section. I’m not sure what happened, mostly since I was completely able to change from one custom skin to another while in “The Hive” a few days earlier. I tried deleting Minecraft and reinstalling it, but that didn’t do anything to fix the bug.

Actual result: If you experience MCPE-181194, and you're on iOS (as far as I and the reporter tested), you cannot import custom skins to the game while on a multiplayer-enabled world / multiplayer server with a message. There's no information regarding why it was set-up that way.
Workaround: Follow the instruction from the game. Save and quit, Return to the main menu, then go to Dressing Room and you can import it again.
Update: This bug seems to only affect iOS as far as I tested.

Can confirm on Windows only, seems to relate to MCPE-181194
Steps to reproduce:
- Open Minecraft (Preview)
- Wait until the menu pops up
- Try to go to the Dressing Room or Marketplace as soon as the menu pops up by clicking one of buttons
Expected result: You could enter the Dressing Room or Marketplace
Observed result: If you experience MCPE-181194, and done that early enough (before you get signed-in) either button crashes the game instead.
Update: Affects Marketplace menu (catalog) itself, updated Steps to Reproduce to reflect that the issue extends to Marketplace itself. The bug can be performed easier when there's no internet connection (MCPE-188522).
Players cannot change slots when the game is started offline due to Marketplace loading screen loading forever, until it is then connected to the internet again.
Steps to reproduce:
- Make sure you have an internet connection before opening Minecraft (Preview) (as a control)
- With Minecraft (Preview) Open, go to the Dressing Room
- Wait for the Marketplace screen to finish loading if you entered early enough
- Observe that the profiles can be swapped
- Close and exit Minecraft (Preview) (end of control)
- Turn off / disconnect any means that connects to the internet (Wi-Fi, cellular, and even Ethernet)
- Reopen Minecraft (Preview)
- Go to the Dressing Room again and wait for Marketplace loading screen
Expected result: You could then just change slots / profiles regardless whether you're online or not
Observed result: The Marketplace loading screen from the Dressing Room takes forever to load, until there is an internet connection again
Note May relate to MCPE-181194, and only affects Minecraft Preview for now

Duplicates MCPE-181194, MCPE-161564 and MCPE-183307, and seemingly duplicates MCPE-183111, MCPE-152216 and various more, and attempted to report "bugs" they could not reproduce (as there were no steps to reproduce on one issue they found), mostly in fit of rage.
I too have the same issue (especially cosmetics where FOMO was exploited badly, upvote it so they could stop exploiting FOMO) but most things can be worked around for me.

I've discovered that when you click the "+" button to the right of the skin preview, it usually shows the contents of the skin pack above the one you clicked. This seems to succeed most of the time, and when it does it selects the first skin from that pack to show in the right side preview area. When it fails, it just stalls with the rotating arrow "wait" indicator.
I have recorded a video demonstrating these behavior aspects. It's too large to upload, so I put it on my OneDrive and tried to share the link as an attachment. That didn't work either for some reason, so here's a link to the video.
[MCPE Mod] Auldrick - Do you have any custom skin packs imported? Is that not the same behavior already described in the report?
What the description says is that "Button to see all skins doesn't work for custom packs" and "Button to see all skins is "shifted down" for marketplace skin packs". What I described and documented in the video was that custom and marketplace classic skins are shifted and the button sometimes works by showing the skins from the pack above, which should give the developers a clue about what bit of code to scrutinize. My test included 1 imported skin pack and a bunch of marketplace skin packs. As you said, it's "kinda hard to explain" so I was hoping my video would clarify the behavior. In any case, I didn't–and still don't–see where the description said it sorta works sometimes by displaying the skins from the wrong pack and stalls the rest of the time.
Appears to be fixed in latest preview.
This issue is now live in the main game as of 1.21.1 Hotfix yesterday and now makes any and all custom skinpacks that players add to their games completely unopenable when pressing the button to see all of the skins in the custom skinpack. My duplicate

This has been flagged as design, since screen animations setting does not manage persona animating - it manages menu screens sliding in and out.
That refers to the screen pop-in, not the regular animations for changing pieces. Animated.mp4
Also, it's affecting the previews again.
According to ADO (1238836) the paperdoll is not managed by this setting and is not supposed to be.
It used to, before the character creator broke and when it was temporarily fixed.
Almost all behavior can confirm for me in Release 1.21.1 on iOS, but for first behavior, I could not reproduce, it maybe was platform specific, and for second behavior, only items and emotes that were default included are missing for me but none of capes I had were missing. Additionally I have discovered that if I stayed idle with uncached items, they won't be loaded until it had some input, and the tab sometimes reloads on it's own, and would sometimes even refuse to be loaded when entered, requiring an exit and re-enter.
However it had pages and there are more items to preview, so FOMO (Fear of Missing Out) on mine was removed for some items and so less obvious as there were less items that would be taken down in a month or two.
Edit: Can confirm on AniMario's comment, upon that, I wanted to see if Legacy Skin Pack was selectable in Classic skins tab of Dressing Room, and turns out, I can't, however one of workarounds from
MCPE-180517andMCPE-180885which was by equipping the skin from Marketplace still works, but not for skins from Super Mario Mash-up Pack in Nintendo Switch, as the mash-up pack was not available on My Contents from Marketplace, and it's not searchable, it would only be done by working around to the last good UI, which I cannot access in this version, even via ones I've mentioned in these bugs I've commented on, so those skin pack is effectively locked out of being equipped if not equipped prior update. Plus, it also affects Body part of Character Creator, most notably items that were used by character presets (that resembled the 9 default skins in Java counterpart).Edit 2: as for MCPE-183307, which is that MINECON 2016 Skin Pack (and Legacy Skin Pack as said above for request) can't be loaded thus missing in Character Creator, I still suspect them and Super Mario Mash-up Pack were missing in Character Creator because they weren't available to be purchased from Marketplace (in recent days), still, you can workaround the issue for MINECON 2016 and Legacy Skin Pack but not Super Mario Mash-up Pack.
Edit 3: as it now affects 1.21.20 (until another backend change there), I managed to find out this bug enabled workaround for Switch players who cannot play multiplayer via Super Mario Mash-up Pack but to have them equipped since former versions, however like previous, equipping one in current version without backend change is impossible.

Edit 4: Affects 1.21.30 (until another backend change), Can reproduce the first symptom, and the workaround from Edit 3 can be performed. Erased Edit 1 to reduce clutter.
A similar phenomenon has been confirmed on my PC (including the preview version). My PC had the problem shown in the table above. Additionally, there are cases where the Marketplace L-404 error occurs. On Switch, there is a bug where Mario skins are not displayed in the list.

For this particular issue, it's probable that no more new information is needed, as the developers are already crafting a fix for it. Once the next fix goes in, that will be the time more new information might be needed if there are still problems.
It seems that the problem has returned in the preview version?
I also found that the preview version of the dressing room cannot be synchronized with the official version of the dressing room. I am not sure whether it is caused by this error or there are other errors.
This seems to be fixed again now in the latest Preview.
Seems this problem has came back for the second time in 1.21.30, but I can only experience this on iOS and Windows and not Nintendo Switch.
Experiencing again myself on Windows Minecraft version v1.21.30/1.21.31. Mojang, WHY does this issue keep resurfacing?? It seems to frequently resurface with version update releases, and is something that can indeed be fixed on a server side through background changes without the need to rollout a hotfix as it’s already been done numerous times before now.
This phenomenon occurs on the PC preview, Switch, and Android devices.For some reason, it does not occur on the official PC version. The official version is 1.21.31. The same phenomenon as in 1.21.1 is occurring.

Was fixed momentarily this morning with 1.21.44 before breaking again, and it seems to be inconsistent, it’s fixed and fully functional for brief moments sometimes and then isn’t again. It’s like they’re trying to roll the fix out on the server side but it’s just not properly rolling out. I was told by someone that it may also be CDN cache, app cache, or there are servers in rotation running older code which means it doesn't serve the fixed dressing room / character creator
The latest preview is also affected by the way
This seems to be related to MCPE-186295 which I've been experiencing in 1.21.41 and the other hotfixes following it.
The name of this report needs to be changed to “Character creator and dressing room are broken again” as this issue goes far outside of just the character creator
Still a present issue in the latest preview and 1.21.44. What exactly is going on? Typically this issue has been fixed within a few days through back-end updates in the past but now we’re week 2 going on week 3 soon with no fix. Does Mojang have any update/information to provide on this? Getting worried. Custom skinpacks are completely unopenable
For those that need a temporary work-around on consoles, it appears that when you set your device offline/disconnect your device from the internet, launch Minecraft, open the dressing room, and reconnect your device to the internet while in the dressing room, after a few seconds, the dressing room and character creator become fully functional as they were prior to becoming broken. However, as soon as you exit the dressing room and return to the main menu, the dressing room and character creator will be in their broken states when you open them again. This means that you basically have to disconnect and reconnect your device to the internet each time you load up the game in-order to access the dressing room and character creator in their non-broken states.
This workaround works for me on Xbox, I’m unsure about other platforms.
One of workaround worked for Nintendo Switch, but can't be performed on Windows and iOS as far as I tested.
This is odd in terms of these but may be since I often use cellular. But along with the custom skin packs bug, all custom skins switch to the default arm type even if slim armed originally upon restart. Custom skins also won't let me switch them for a new one within a server/realm/world with multiplayer enabled, claiming the device doesn't allow it even though it originally did and should still. Only way is on the game menu or by turning on airplane mode to enter a world, which is a problem for when on a realm mainly. This also seems only on here and not on Windows upon testing it. (iPhone 11 iOS 17.7.1 Ver.1.21.44)

The current issue being experienced is that any custom skinpacks containing a custom manifest / manifest that doesn’t belong to a marketplace skinpack cannot be opened in the dressing room, meaning, pressing the plus button in an attempt to open the custom skinpack does not work. All custom skinpacks are unopenable, while marketplace skinpacks are openable. The game seems to detect whether a skinpack contains a custom manifest to it now, and if the skinpack does contain a custom manifest, the game refuses to let you open it. The only solid way around the issue right now for those on non-console devices is to replace your custom skinpack’s manifest with a manifest to a marketplace skinpack, and then throw your skinpack into premium_cache -> skin_packs where marketplace skinpacks are stored this way the game fully reads your skinpack as a marketplace skinpack and allows it to become openable again. Make sure you obviously download whatever marketplace skinpack the marketplace skinpack manifest belongs to as well.
I’ve additionally gone ahead and attached the manifest to the marketplace skinpack called “1st Birthday Skinpack” by Mojang Studios, for those that would like to attempt the steps mentioned in my previous comment.

Update: Wow you developers fixed things faster than I tested, I just found that the symptom where selecting the item that the character equips loads forever seemed fixed in 1.21.60.21.
Update 1: To see if your Dressing Room was the broken one (like this), enter the Dressing Room and see if it requires further loading (the loading icon / loading screen), or see if the background was transparent.
Can confirm custom skinpacks are openable again in 1.21.60.21 Preview. But some of the smaller issues with the character creator/dressing room are still present. Additionally, custom personas added to the game folder on Windows appear to still not show in the classic skins section of the dressing room in-game. Regardless, thank you for fixing the custom skinpacks issue Mojang.
A few of these issues were fixed with 1.21.50 this morning, including the custom skinpacks not opening issue.

Noozipe that issue you're facing is MCPE-186591, and it does not relate to this bug so that's why I didn't mention it on my investigation.
Another issue noted by Frankie pang that I’ve noticed appears to be resolved in 1.21.50;
^ I would however like to add that you may briefly open affected marketplace skinpacks and see nothing for a few brief seconds, but after those brief seconds, the skins should all load in/become visible inside of the skinpack.
