Steps to reproduce:
- Go to Dressing Room -> Create Character/Change Character/Change Classic Skin -> Classic Skins.
- Scroll down the list and press the Show More button until you've scrolled through all of your skins.

Steps to reproduce:
- Create a new character that uses a skin from the MINECON 2016 skin pack on platform #1.
- Load the game on platform #2 and enter the Dressing Room.
- After observing what happens, go to Marketplace -> My Content and search for "MINECON 2016" on platform #2.
Observed result:
The skin fails to load on platform #2 with the error "Failed to load character <number>". The skin pack is not present in the My Content section of the Marketplace on platform #2.
Expected result:
The skin loads properly with no errors on all platforms. The skin pack is present in the My Content section of the Marketplace on all platforms.
Notes:
The skin pack appears to be platform-restricted, despite the fact that selecting a skin from it shows that it is "usable everywhere". At the moment this fact is unable to be confirmed due to MCPE-183307.
Almost all behavior can confirm for me in Release 1.21.1 on iOS, but for first behavior, I could not reproduce, it maybe was platform specific, and for second behavior, only items and emotes that were default included are missing for me but none of capes I had were missing. Additionally I have discovered that if I stayed idle with uncached items, they won't be loaded until it had some input, and the tab sometimes reloads on it's own, and would sometimes even refuse to be loaded when entered, requiring an exit and re-enter.
However it had pages and there are more items to preview, so FOMO (Fear of Missing Out) on mine was removed for some items and so less obvious as there were less items that would be taken down in a month or two.
Edit: Can confirm on AniMario's comment, upon that, I wanted to see if Legacy Skin Pack was selectable in Classic skins tab of Dressing Room, and turns out, I can't, however one of workarounds from MCPE-180517 and MCPE-180885 which was by equipping the skin from Marketplace still works, but not for skins from Super Mario Mash-up Pack in Nintendo Switch, as the mash-up pack was not available on My Contents from Marketplace, and it's not searchable, it would only be done by working around to the last good UI, which I cannot access in this version, even via ones I've mentioned in these bugs I've commented on, so those skin pack is effectively locked out of being equipped if not equipped prior update. Plus, it also affects Body part of Character Creator, most notably items that were used by character presets (that resembled the 9 default skins in Java counterpart).
Edit 2: as for MCPE-183307, which is that MINECON 2016 Skin Pack (and Legacy Skin Pack as said above for request) can't be loaded thus missing in Character Creator, I still suspect them and Super Mario Mash-up Pack were missing in Character Creator because they weren't available to be purchased from Marketplace (in recent days), still, you can workaround the issue for MINECON 2016 and Legacy Skin Pack but not Super Mario Mash-up Pack.
Edit 3: as it now affects 1.21.20 (until another backend change there), I managed to find out this bug enabled workaround for Switch players who cannot play multiplayer via Super Mario Mash-up Pack but to have them equipped since former versions, however like previous, equipping one in current version without backend change is impossible.

Edit 4: Affects 1.21.30 (until another backend change), Can reproduce the first symptom, and the workaround from Edit 3 can be performed. Erased Edit 1 to reduce clutter.

Duplicates MCPE-183307, but the workaround on the report you're duplicating from needs to be done differently as the mash-up pack isn't available in Marketplace menu (catalog) in the first place.
If this issue does not completely duplicate MCPE-183307, I can confirm this can be reproduced for my Nintendo Switch.
Steps to reproduce:
- With Minecraft open, open Dressing Room
- If there is a character / skin on the slot, click Classic Skins (hanger) icon from the sidebar, if not, create a character as a classic skin
- Observe the first skin pack
Expected result: There should be the Super Mario Mash-up Pack
Observed result: There is no Super Mario Mash-up Pack.
Workaround: When you open Minecraft, enter the Dressing Room as soon as the menu pops up, this will take you to the last good UI but the edit button is grayed out, however after some waiting on the Dressing Room, you can equip skins from the Super Mario Mash-up Pack again, exiting and re-entering the Dressing Room will take you back to the broken UI (MCPE-181194).

Duplicates MCPE-183054 and / or MCPE-183307
I am confident that this issue duplicates MCPE-183307, even though the reporter has no response for over a month. Steps to reproduce are the same as MCPE-183307 when I tried, but steps 3 and 4 (workaround from MCPE-183307) can't be performed for the Super Mario Mash-up Pack, and a separate workaround I mentioned here and on MCPE-183307 has to be performed.
For skins from Mario Mash-up Pack not loading, that issue is being tracked on MCPE-183307 (MCPE-187215 for only the Mario Mash-up Pack itself), and the workaround has put there and here.
Duplicates MCPE-181194, MCPE-161564 and MCPE-183307, and seemingly duplicates MCPE-183111, MCPE-152216 and various more, and attempted to report "bugs" they could not reproduce (as there were no steps to reproduce on one issue they found), mostly in fit of rage.
I too have the same issue (especially cosmetics where FOMO was exploited badly, upvote it so they could stop exploiting FOMO) but most things can be worked around for me.
[MCQA] Zgajak Same issue as exhila but I have found more as of 1.21.44 and 1.21.60.21.
- In Classic Skins, Various skin packs (that cannot be purchased in recent days) are missing, this symptom also affects skins from the Super Mario Mash-up Pack (currently Nintendo Switch only) (MCPE-183307) (see "2024062213032900_s.jpg" from AniMario)
- In Classic Skins, viewing all the skins from Marketplace sometimes lead to nothing (can pinpoint which skin packs were affected more reliably if performed in 1.21.60.21 Preview), for example Dungeons Hero Skin Pack, which cannot be purchased for new owner recently. (see Dungeons Hero Skin Pack not loading.mov
) - Switching between Classic skin and Custom Character does not also switch the character model on the right consistently. (see "Character not switching consistently.jpeg" and "Skin not switching consistently.jpeg") while testing on 1.21.44 Hotfix.
- Importing custom skin while on multiplayer seems to be disallowed (iOS only as far as I tested) (
MCPE-187719) while testing on 1.21.44 Hotfix.
There is a symptom that can only be found in 1.21.60.21 Preview for now:
- Marketplace loading screen loads forever when offline, even on the Dressing Room, disallowing even swapping characters or skins while offline (since 1.21.60.21 Preview) (
MCPE-188521, iOS only as far as I tested, seems to be blocked byMCPE-188522on the rest)
However, there are symptoms that seem fixed in 1.21.60.21 Preview (But not 1.21.44 Hotfix):
- In Classic Skins, Button to view all skins from imported packs does not work (can’t open custom / imported skin packs) and it can shift the button down affecting the ability to view the skinpack from even the Marketplace. (being duplicated for the most) (various workarounds have been put, including this for non-consoles and that for consoles) (for proof of fix in 1.21.60.21, see imported skin pack bug fixed in 1.21.60.21 Preview.mov
) - Custom character spins when edited, but stops after very short time (even when Screen Animations was enabled), although it pops up with a toast “Your character has been saved” while testing on 1.21.44 Hotfix. (see character spin glitches to full stop.mov

Update: Wow you developers fixed things faster than I tested, I just found that the symptom where selecting the item that the character equips loads forever seemed fixed in 1.21.60.21.
Update 1: To see if your Dressing Room was the broken one (like this), enter the Dressing Room and see if it requires further loading (the loading icon / loading screen), or see if the background was transparent.
Update on 1.21.51, only listing unresolved in that version:
- In Classic Skins, Various skin packs (that cannot be purchased in recent days) are missing (MCPE-183307), Since 1.21.50, this symptom no longer affects skins from the Super Mario Mash-up Pack (currently Nintendo Switch only).
- Switching between Classic skin and Custom Character does not also switch the character model on the right consistently.

Update 2: Please note working around to the good Dressing Room UI via my method (from Edit 1) can't be performed on Windows or iOS as far as I tested.
Update 3: No longer affects the Super Mario Mash-up Pack as of 1.21.50, but this bug still affects others, including but not limited to Legacy Skin Pack and the rest from the Affected Skin Packs.

And I made proofs that the issue is still affecting this version, which needs me to sign-out for it being more obvious.
I Tried working around (performing steps 3 and 4) without an account sign-ed on, only to find out that the page for MINECON 2016 Skin pack no longer exists, hence the workaround cannot be performed for skins from MINECON 2016 for me.
After signing back on, I attempted the workaround again for the MINECON 2016 and that still fails, but I checked Legacy Skin Pack and the workaround can be done, so I might have to workaround further if I wanted to equip the MINECON 2016 skin pack.
I can confirm experiencing the same issue in v1.21.51 with many of the same skin packs. The only way for me to equip one of them - for example - Minecon 2016 - is to go to Marketplace->My library->Skins and view/equip them from there. They never appear in Dressing Room->Classic Skins no matter how many times I click show more.
