Character randomly looks / turns a random direction
This issue in fact had two underlying bugs, one of which was fixed in 1.8.0, and the other has been fixed in the 1.9 beta version. (1.9.0.0 Beta Changelog) We will leave this ticket open as a point of reference until 1.9 is fully released.
Whenever I am playing the game my character just randomly looks away without me doing it.

Seems to be related to CPU charge. Limiting framerate & video settings limit occurency.
When game opened to LAN, other players are affected too.

This bug has already been recorded and fixed many times but it keeps coming back, here is one of the reports that was logged last year

Some steps that reproduce the issue fairly reliably:
This kind of bug seems to happen with every mobile game that allows for camera movement
As mentioned in
MCPE-37024, swimming seems to be a reliable way to trigger the bug.I do comfirm this issue is back to 1.6. This issue has occured before (1.0) but it has been fixed over the updates. Now Its back again and its more irritating than ever. Please fix this in the next update

Can confirm this happens on Kindle Fire. Did not occur before latest update.
It's less intense now in 1.7.0.3, but it's still occurring at random points.
Perhaps could be the case where the player tries to move/turn very quickly (possibly with high sensitivity?) and the camera/screen jerks accordingly, but it does not always happen.
I am also able to reproduce this issue.
Issue: Camera view will abruptly shift direction when building or mining with touch input.

Device: iPhone 6S, iPhone 8 (iOS 11.4.1)
Seems like it's due an heightened sensitivity to touch input. Decreasing sensitivity settings in Settings → Touch → Sensitivity does not resolve issue.

I agree with ProfessorValko. Touch screen is buggy. I suddenly was looking down when trying to fight a blaze. Trouble was I could not move from that position and was killed. It is though the touch areas for direction are out of kilter.
I am guessing, without proof, this bug might be related to the keyboard & mouse sensitivity fix?
Anyways, my sensitivity in 1.5 I had set to 14, yet it slowed my turning enough that I was always going to hit or break something while rotating (the sensitivity really dropped for 14). I bumped it back to a better value when I first noticed (first time on 1.6) and now it does display the random buggy behavior

This bug has been fixed in the 1.8.0.11 Beta - we will leave this ticket open until the fix is included in a non-beta release though.

this issue still exists in beta 1.8.0.11. I currently use a huawei honor 6x on nougat 7.0.

I've had this bug literally for years, on my Samsung Galaxy S3 Mini, LG Nexus 5X and now on my Nokia 8, glad to see they are finally trying to fix it... unfortunately the recent update didn't fix it, just like the above comment says
For those still having this issue in the latest beta (1.8.0.11+) - what are your sensitivity settings set to? If you lower this to ~50, does it improve?
In both cases Under and Over 50 happens to me

The bug happens regardless if you're on stairs or slabs. No matter what you are doing, it happens.
even if your flying on creative and building it still happens on the latest beta 1.8.0.13. It can be really anoying when your fighting a mob in survival, since the chances are like 70% will make you look up or down suddenly when you try to hit the hostile mob.
I have experimented around with how it worked. If you touch the screen as well as the top of the forward button when using touch controls, your character will suddenly look at a different area. Here is an image to clarify:
This is just a way to reproduce the problem. Do not know if anyone else experienced the issue in this kind of matter
I also tried to find a way to trigger it and while I can't 100% always get it, I've found that when you simply spam taps on the screen (especially in the center part), you can EASILY get it to work, without having to touch even near the buttons

As mentioned in the 1.9.0.0 Beta Changelog, there was another issue causing the camera to change suddenly which should be fixed now.
oh god I just tried it out and it seems like it worked, I spammed the screen and not a single sudden turn. Thank you SO MUCH

Confirmed that this is STILL happening on 1.8.0. Happens both while trying to build and while trying to fight mobs. Tested on a realm world.

The bug has been fixed but sometimes the camera will stutter or jerk. Is it because of my touch screen issues? I'm using Samsung Galaxy J3 Pro. The version of Minecraft I have is 1.9.0.3.

Nope, the screen was twitchy sometimes. I don't have that kind of problem.
This was marked as fixed in the 1.8.0 general release changelog but was not fixed. I still randomly and suddenly look down. Occurs far away from stairs and slabs.

Edit: Players in 1.8 may still experience this issue, as the additional fix has been made in 1.9, which is currently in beta. We will leave this ticket open as a point of reference until 1.9 is fully released.
This is why I rarely play mobile anymore. This happens to me ALL THE FLIPPING TIME! Also, this just happens randomly, and is not able to reproduce by a action but is randomly produced
