I don't see anything wrong with swimming on soul sand. What are you having?
In the video you can look a bugged block of soul sand on the left when i swim
can confirm this bug occurs on my phone too. When the view level drops to the 2 pixel height difference soul sand has, the block texture that usually appears when you're suffocating shows. Small bug, and very specific, but it does happen
Apparently it's not just with swimming. Even when using an elytra. Just jump and activate the wings repeatedly while in an area of soul sand. The results are the same although the soul sand texture will be in front of the player.
Yeah but it happens also when I only swim with Ctrl pressed

This issue was reported in an earlier RTX beta build, but has been temporarily closed as Awaiting Response
