Seems to be fixed (1.17.41)
This still happens at 1.17.41 however it is important that there are no other blocks behind the stairs. Otherwise, like mine above in the comment, you will not be able to reproduce this bug.
Affects 1.19.22
Also affects slab, piston, & possibly more.
