The bug
Opening the structure block GUI does not pause the game like the command block GUI does.
Expected behavior
As mentioned in the comments of MC-112415 it might be better if the game would only be paused in the ESC menu and its sub menus to make it more consistent with multiplayer.
How to reproduce
- Place a structure block:
/setblock ~ ~ ~ structure_block
- Use a lava bucket to place a lava source next to the structure block
- Quickly open the structure block GUI
→
The lava continues to flow while the GUI is open

I doubt that this is intentional since the music does pause when pausing the game through the game menu
I've already experienced this and it certainly seems to be not intended. [Mod] Michael Wobst, please add a source saying that this is intentional.
Also, I scanned the tracker for duplicates, and didn't find any.
Since command blocks are accessed frequently, I highly doubt that it would be intended to mute the in-game music every time you open a command block GUI which would be more than annoying. Also no other GUI, may it be the anvil, enchantment table, etc. does mute the music.
I think, if the gui pauses the integrated server, it should pause the music as well. The ingame menu pauses the server, and the command block gui pauses the server. Those are the only ones as far as I remember.
The best option would be to change command blocks so they no longer pause the integrated server.

Agreed. Opening the command block's GUI shouldn't really pause the integrated server. That would be the best option indeed.
The book GUI pauses the game as well and very likely signs as well. Interestingly the structure block GUI does not pause the game.
I think that this should stay the same. Several times I have caused major lag while summoning mobs repeatedly, and entering the command block stops the lag and allows me to stop the summoning.
But then again, what do I know?
i had the same problem in 1.12.2 when i hit esc
