There is a bug in Minecraft 18w50a that when you use /fill to put a lot of sponges, some sponges that are not in contact with water will get wet, this is a minor bug so it's not very important

Are you sure the sponges aren't just in contact with the water layers below?
Yes, they're in the water. If you look closely at the provided screenshot, the water is over the sides of the sponge platform.
This issue is invalid.
The sponge “layer” is two blocks high
I did /fill ~ ~ ~ ~10 ~1 ~10 minecraft:sponge
Which makes it 2 blocks high
Dana Babaei, the screenshot shows your sponge "layer" on the surface of the water.
Looks like they're getting wet from being connected to the water before all sponges have been placed.
