A slab that is adjacent to two water source blocks does not become waterlogged if it has an air block underneath it. Tested with smooth stone slab and oak planks slab.

I think this is likely intended, as water doesn't generate source blocks between them if there is air underneath, regardless of what waterloggable block in between. Waterlogging occurs when and where a new water source block gets generated.
