This looks like ic could be MC-170410, because the bee is pathfinding downwards to the flowers beneath the wooden logs. If you can still confirm the issue, could you verify that the behavior is different, and entirely dependant on the snow instead of the full blocks?

As shown in the video, the bee will attempt to pathfind towards the flower regardless of whether or not the block is transparent or not, which is what is described in MC-261691 (can't get to the flower, yet targets it anyways), and when it does pathfind towards the flower it gets stuck on the corner blocks, as described in MC-170410.
Based off the information provided right now this seems to just duplicate MC-170410 (bees get stuck on blocks pathfinding to flowers, or in this case flower leaves) or the report mentioned previously. If you are unable to add clear steps to reproduce the issue, it's impossible to tell if it's differrent.

They seem to generate a corrupted path through the occupied block. If you push them into another space they recalculate their path and seem to get unstuck.

This is especially prevalent in mangrove swamps.

A lot of the pathfinding issues with bees seems to happen because the bee is one block lower than it thinks it is. In particular, I have frequently observed bees getting stuck below bee nests and bee hives. Pushing the bee up one block with a piston will make the bee enter the hive or nest.
This one block distance is not a precise measurement. It is possible that it is half a block.
