This seems to be a duplicate of MC-194263. The developers at Mojang are hard at work trying to fix the bug, and have therefore prioritized it as Very Important (one of only 18 open reports like this). It is extremely unlikely that this will make it into an official release.
If you have any further information besides anything already on the ticket I've linked above, be sure to comment on that report. It might make the fix a bit easier for the developers!

Reopened MC-194263.
You are fixed MC-194263. But today, I see two Endicties spawn still cut off. And a Endship near the Endcity building.
However, I have a discovered, cut off positions are on regional boundary.
MC-194263 has been reopened for proper evaluation, so this will be resolved as a duplicate. You can add a vote to the ticket or watch the issue if needed.

Please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report (minecraft/crash-reports/crash-<DATE>-client.txt) here.
This is happening to me as well. Every (large) End City I manage to find is completely messed up.
I went back to the previous snapshot, loaded up the same seed, and the End Cities were back to normal.
This isn't a glitch, but rather a bug with the snapshot (20w28a).
Confirmed on 20w28a. The bug is new. It does seem to be important. You will always find them everywhere in your world.

MC-96998Can confirm. Seems high priority to me.
More generally, it looks like features that belong in a certain biome are cut off when generating near the edge of a biome, because they cannot generate in neighbouring biomes. This happens for custom worldgen features in the latest snapshots as well.
It is incredibly common for end cities because they are quite big and end biomes are quite small, if you open the F3 menu you can tell that the structure is often cut along the frontier between end midlands and end highlands. I've seen it happen for end ships too (See the end ship at [-3130, 100, -1290] in seed 1888182844041881602).
I’m pretty sure this is somewhat related to
MC-167213for the water caves getting chunk borders near land biomes if the end cities get cut on biome borders.Still happens in 20w30a after it should have been fixed. Also the ships do not generate at all as far as I've seen.
