The bug
Considering the resolution of MC-162557 as "Works As Intended", and the status of MC-200929 and MC-200937 as valid issues, there is a consensus that ghasts are treated like undead mobs. However, unlike all undead mobs, ghasts can take drowning damage and die.
Expected result
Ghasts shouldn't be able to drown.

What makes you think they are undead?
They don't get attacked by the wither and the wither doesn't attack undead mobs. Though to be fair they don't get damaged with smite either.
Well, this just got a whole lot more confusing:
MC-162557I guess the question at hand is: Are Ghasts undead or not? Feel free to create a report about the fact Smite does not affect them.
Yeah that's what I based my report on. I'll make a report for smite.
Okay new smite report made.
MC-200937Can confirm
Having looked at the code, there is no evidence that ghasts are undead. Looking at the related issue
MC-162557, the reason withers won't attack ghasts anymore is that there is a general check for all mobs that prevent them from attacking ghasts. Here is the piece of code that controls this from MobEntity.class, taken from MCP mappings.

The Bug:
Ghasts are damaged by potions of harming despite being undead mobs.
Steps to Reproduce:
/summon minecraft:ghast ~ ~ ~ {NoAI:1b}Observed Behavior:
Ghasts are damaged by potions of harming despite being undead mobs.
Expected Behavior:
Ghasts would not be damaged by potions of harming as they are undead mobs. Instead, they should be damaged with potions of healing, just like other undead mobs.
