Well, this just got a whole lot more confusing: MC-162557
I guess the question at hand is: Are Ghasts undead or not? Feel free to create a report about the fact Smite does not affect them.
Having looked at the code, there is no evidence that ghasts are undead. Looking at the related issue MC-162557, the reason withers won't attack ghasts anymore is that there is a general check for all mobs that prevent them from attacking ghasts.
Here is the piece of code that controls this from MobEntity.class, taken from MCP mappings.
public boolean canAttack(EntityType<?> typeIn) { return typeIn != EntityType.GHAST; }
MC-162557 the wither doesn't attack undead mobs and since that report was marked as WAI it would make sense to consider them undead. Also Zombified Piglins, Zoglins & Husk are undead and don't burn in daylight so its not a requirement for all undead mobs to burn in daylight
This is consistent with MC-162557, it seems that ghasts are considered undead now.

Considering the resolution of MC-162557 as "Works As Intended", and the status of MC-200929 and MC-200937 as valid issues, there is a consensus that ghasts are treated like undead mobs. However, unlike all undead mobs, ghasts can take drowning damage and die.
Expected result
Ghasts shouldn't be able to drown.
The bug
Considering the resolution of MC-162557 as "Works As Intended", and the status of MC-200929 and MC-200937 as valid issues, there is a consensus that ghasts are treated like undead mobs. However, unlike all undead mobs, ghasts can take poison damage.
Expected result
Ghasts shouldn't be affected by the Poison effect.
For the Ghast, this is intentional, see MC-162557
Since phantoms are classified as undead mobs, they will not be attacked by withers

I can confirm this in 14w40a also I do believe this is a bug since Withers are only suppose to attack all non undead mobs and Ghast don't count as Undead mobs
