This is being tracked already in MC-203631. It is true that they should be obtainable with silk touch, since that was mentioned in the patch notes.

Then why they specified that all Clusters can be Silk Touched at any stage if there is only one cluster stage?
Patch notes are confusing, it says:
This clearly says that bud are stages of clusters and the largest stage is simply called "cluster"
If only the last stage is supposed to be silk touched, this is very confusing the talk about "any stage".
@Limbo Neif I don't think this is intended as when I check the loot table it says that it drops with silk touch, but in-game it clearly doesn't. This is possibly caused by Mojang forgetting to add a mining level to it, and it defaults to needing a pickaxe better than netherite (which doesn't exist) and therefore ignores the loot table. (I can supply the loot table as proof if needed)
Actually, Mojang clearly stated in the changelog that all stages of amethyst (budding amethyst and amethyst clusters) are supposed to be mineable using Silk Touch, and that buds should only grow when placed on budding amethyst blocks. This issue is certainly valid.
This bug report is valid.
The article says that clusters have 4 growth stages. Even if they are called "Bud" they are still the same: a Cluster.
And it says that they are supposed to be collected at any stage.
