Yep, that's exactly the issue! See MC-205130 for more information. The data pack format has changed for 1.17 snapshots, meaning that previously compatible data packs will no longer work as expected.
Hello! Thanks for responding. This is actually a known issue with incompatible data packs (especially the mob head pack), and is being tracked in MC-205130. This is an issue that the pack developer has to fix, and not the developers of the game itself.

May duplicate MC-205130 which was caused by an outdated data pack, please make sure to disable any installed data packs as [Mod] j_p_smith mentioned.
Cannot reproduce, make sure your gamerules are set correctly, that no data packs are interfering with mob drops, and that you are using a regular level of Looting (maximum supported is 3).
i got mob heads data pack but only those 3 mobs wont drop anything, sheep still drop wool and mutton
Contact the data pack author, there have been changes to how data packs work.

Datapack coder here, I'm having the same validation errors with the parser for loot tables compatible in 20w45a and prior but incompatible with 20w46a, and the issue seems to be that the "set_count" function expects an "add" parameter instead of defaulting to "false", which invalidates most datapack loot tabes. Is this intended behaviour or will this be looked at to allow for backwards compatibility?
Update: I'd like to correct myself! The problem isn't the "add" parameter, but rather that distributions require a specified "type" (like "type": "minecraft:uniform"), whilst previously this was only true for "set_count". In other words, "set_damage", "looting_enchant", etc. all have new requirements.
Nowhere in the changelog does it say that this was added. This took a long time to figure out and even longer to fix my packs. Can you guys please reconsider the status of this issue?
This issue itself is only about mobs not dropping anything. You may want to file a new bug report if you believe you found a bug with loot tables.

My issue was linked here But is NOT THE SAME ISSUE. First I am playing on an unmodded reality achievements still available. Second mobs are dropping, but not all the drops they should drop. Sheep are dropping mutton, but not wool. Every single time. Cows are dropping meat but no leather. I know they don't always drop leather but if I kill 100 cows and get 0 leather that is broken.
This issue is NOT THE SAME BUG. please reopen.
