The bug
If your mouse is moving an enchanted item, the debug pie will have a weird purple box around it. It goes away if you have a potion effect, however.
Steps to reproduce
- Open debug pie (Shift+F3)
- Open your creative inventory.
- Click on an enchanted book to move it around. (Don't click it into another inventory slot, though.) -->
Notice the purple box around the debug pie.
Discovered while testing and related to MC-218596.
Duplicate of MC-218596, which has been fixed for a future version of Minecraft.

Interestingly enough, the debug pie sometimes is not blacked out when the chat is open....
If you hold an enchanted item in your mouse it fixes the problem (but not enchanted books).
Can confirm with AMD Graphic card RX 580
Here is a video of the issue happening. Opening the chat makes it flicker.
Holding an enchanted item doesn't fix the issue for me.
I can also confirm with AMD Radeon RX 580.
