MC-249385Boat with chest cannot be placed by dispenser
The boat with chest cannot be placed by the dispenser, which is inconsistent with the normal boat and not in parity with Bedrock.
How to Reproduce
1. Place a dispenser with water in front. (preferably in rivers/oceans)
2. Put the boat with chest inside of it.
3. Activate the dispenser.
The boat with chest gets dropped instead of being placed

Can confirm.
One additional note for the reproduction. For regular boats, there needs to be water infront of the dispenser, or in the block below the block infront of it, so that would be something required here as well. Never-the-less, even with water, the Boat with Chest is not placed.
Mangrove boat also cannot be placed with dispenser
