Given that MC-256466 hasn't been marked as 'won't fix', I would consider rafts being counted as boats for the 'Whatever Floats Your Goat' advancement a bug as well. The description in particular references boats by name.
Besides, this is just an opportunity for a follow-up advancement anyways 
"Whatever Wafts [makes something travel smoothly across water] Your Calf [a baby cow]"?

The fix for MC-256466 changes the name of boats and rafts to match their exact variant, such as 'Oak Boat' or 'Bamboo Raft with Chest'.
However, historically, cases where variants only differ cosmetically skip the particular variant in their screen names. This can be seen in shulker boxes, where all shulker boxes, despite differing block names, have the same 'Shulker Box' screen name.
To resolve what I believe to be an inconsistency, shulker boxes should include the color in their screen name, or boats and rafts should not include their wood type in their screen name.
The following other situations exist, but are not applicable to this issue for various reasons:
- Anvil, Chipped Anvil, and Damaged Anvil: screen name is 'Repair & Name'
- Chest and Trapped Chest: intentionally look similar
- Furnace, Smoker, and Blast Furnace: functionally disparate and entirely separate blocks
- Command Block, Chain Command Block, and Repeating Command Block: screen name is 'Set Console Command for Block'
This became a concern for translations as boats now use the full item name due to the fix of MC-256466. Minecart variants also now use item names instead of entity names (which could be shortened as they are only seen in command suggestion tooltips otherwise). As said by Dhranios, an ideal fix would be having scrolling text at least in GUI titles and status effect bars in the inventory.
