MC-35643 (possibly)
Please use search function and try to add screenshots to your report, especially in cases of graphical glitches.
I looked at the issue this case is marked as a duplicate of (MC-35643). That issue includes this one, but I'm not sure it is this one. I experienced this specific bug without the symptoms of the other case in 1.7.2.
I suggest separating and reopening this issue. Will post screenshots shortly.

It seems the map in the item frame in the screenshots affects this - when it is not in view no blocks render.
Also blocks do not render if one of these items is the last item in the hotbar, though not necessarily in the last slot, and the cursor is not over any item or the hotbar slots after the last item.
These all appear to happen in any inventory screen.
Actually some blocks do seem to render anyway. So far I've found that water, ice, nether and end portals, stained glass and stained glass panes all render. There may be more.
Confirmed.
My findings regarding this issue: when there are any items with the glow effect showing in the inventory or picked up with the cursor, there are rendering glitches on several places. These glitches include the potion effect indicators missing/rendered incorrectly, inventory titles and the item name in the anvil changing colors/glitching out. Some of these, such as the name in the anvil, is glitched while holding an item with the glow effect. The inventory title color on the other hand seems to change depending on what slots are hovered over, or if there are any items on the hotbar
Pretty weird all in all...
This is happening to me in version 13w43a.
Confirmed 1.7.1.

MC-36642Confirmed similar issue in 1.7.1-Pre.
Steps to replicate:
When under the effects of a potion:
1. Obtain an item with the special inventory rendering that enchanted items get.
Note: I used a Potion of Night Vision to give myself both a potion effect and the shiny item required to replicate the bug.
2. Place the item in your hot bar.
3. While in survival mode, mouse over the hotbar. The status effects should appear properly.
4. Mouse off the inventory screen or into the top inventory. The status effect text and icon should disappear. "Crafting" also fades to white.
There are a wide range of variables in my above steps that you can change to achieve the same result.
A guess says that this is slightly related to
MC-36715andMC-36737.Still not fixed in 1.7.2. Should note that the blocks not rendering is affected by the render distance setting: at 4 chunks or higher they render normally, only at 3 or 2 chunks do they not render. Only noticed because the 1.7.2 update caused the option to reset from "tiny" to 8 chunks.
Appears to be fixed in 13w47a/13w47c however the third image attached, taken from
MC-36159, still happens suggesting that it isn't actually a duplicate but a separate bug.Resolved as fixed.
