The bug
It's impossible to have an action in the control settings set to a key combination. This is probably not so bad, because you usually don't need combinations, but for example having one for the screenshot or the commands in the chat or having SHIFT+7 for / (slash) with a German keyboard layout.

This is a bug. You are able to bind alt+<key> and then it does not work. It fires both <key> and alt+<key> bound actions. So this is not a feature request.
Confirmed in 1.15.2 and 1.16 Pre-release 2.
