This has already been reported at MCPE-12395 (It even looks like you copied the picture that had been posted there???)
I have absolutely no idea why, but Jay-Arr Mitante seems to be intentionally duplicating issues:

You are creating extra work for moderators. Just don't do that.
Thank you for your report! However, this issue was reported earlier as MCPE-12395. Please add a comment summarizing your experience there. Consider doing a search next time, to check if your issue doesn't exist already.
Search for the terms "fence texture" rather than creating a new bug report. This has been reported already at MCPE-12395 and is being reviewed for testing. Creating duplicate bug reports creates extra work and could slow down the development.
This has been reported so many times, add your vote to an existing thread, such as MCPE-12395 for fences.

Confirmed for Samsung Galaxy tab 4. Android 5.0.1. 0.14.0 build 4.
Confirmed on Samsung Galaxy Note 8.0 Android 4.4.2 but you already know that, don't you Liam? Since you took my picture.
Fence textures that display in inventory have been fixed in 0.14.0 build 5.
Affecting 0.14.0 Windows 10
For dropped fences, not held.
Reopening since this issue affects 0.14.0
This bug seems to be intermittent, not sure what triggers it.
Affects Both Held and Dropped Fences (All kinds) on 0.14.2 Windows 10
... and 0.14.3
Please respond and add the current version if you can reproduce this issue.
Fixed in an earlier version.
